Hallmark Insurance Summary
Hallmark Personal Lines is a part of Hallmark Financial Services, which owns a number of insurance and other financial services companies across the country. Each of the companies is aimed at a particular market segment the way the Personal Lines Unit is directed at non-standard insurance.
Hallmark’s headquarters is located in Plano, Texas, but they offer auto coverage in 15 states: Washington, Nevada, Texas, Arizona, Montana, Colorado, New Mexico, Oklahoma, Arkansas, Illinois, Indiana, Ohio, Kentucky, Tennessee, and Maryland.
Homeowner’s insurance is not available as wide a market. The company’s website is in great need of an update, as their product availability map doesn’t match the actual states in which coverage is available. .
All of the Hallmark products are sold through independent agents in the states they cover. Coverage options can vary by state, however, all products are specifically aimed at the needs of the non-standard market. Hallmark can help drivers and homeowners who have been turned down by other insurance companies to get covered.
Hallmark’s website lists options for coverage beyond auto and home insurance, these include motorcycle, business, and renter’s insurance.
Hallmark’s auto program is aimed at high-risk drivers and is therefore a basic insurance policy offering the legally required liability with the option for full coverage. Coverage available differs based on the state where the driver lives.
Hallmark’s auto insurance program specifically caters to a market that needs flexibility; they offer policy terms as short as one month and flexible payment plans.
Available discounts are very basic, and include prior coverage and multi-policy discounts. They do offer an auto/home discount for those who insure both with Hallmark, which can help reduce premiums considerably in some cases.
Hallmark also offers Mexican Tourist Auto, a policy that is designed to cover drivers when traveling by car into Mexico. American auto insurance policies do not cover drivers in Mexico, so this option is a must for road trips that cross the border.
Hallmark will insure the homes that other companies might not take on, whether this is due to high risk factors such as an older home or low home value. Another reason could be the fact the the home is not owner occupied.
They do offer a standard homeowner’s insurance program which covers homes in fair condition or better, and is likely to still accept homes that other insurance companies might not.
Hallmark also offers Renters insurance in a few states, including Washington, Nevada, Arizona, New Mexico, Texas, Indiana, and Tennessee.
Both Dwelling Fire and Manufactured Home insurance are also listed on the website.
As a result, Hallmark’s available property coverage is far more limited than the website shows at first glance, with renters being the most widely available option.
Hallmark does not offer an online quoting service, the company does not cover our normal test rate states, and they write mainly non-standard insurance. All of this means that their rates are not going to be readily comparable to the other insurance companies we have rate-tested.
Non-standard insurance is almost always more expensive than standard coverage due to the higher risk the insurance company takes on. Many people who require non-standard insurance choose to take out legally minimum liability only insurance in order to keep costs down, but we would still not expect Hallmark to offer competitive rates compared to standard insurers.
Hallmark doesn’t appear to have a dedicated claims line. The contact section of the website only offers a general customer service line that can be reached at 1-800-486-5616.
There is a live chat option on the website that offers direct connection to an agent for an online chat, and mentions that the claims department can be reached this way. This live chat option is not always available; although no hours are listed it is likely open during regular business hours.
Finally, there is an online form that can be submitted to request that a Hallmark agent make contact with you, and claims is one of the check-off options for the topic of the request.
Overall, the claims information on the website is confusing and lacking in any sort of detail; a customer would likely find it difficult to figure out exactly how to file a claim based on the information the site offers.
Hallmark has been Better Business Bureau accredited since 2012. They currently hold an A+ rating, and have quite a low complaint volume with only 14 complaints filed in the past three years, three of those in the past 12 months.
That is a low complaint ratio in spite of the small size of the company, particularly considering their high-risk client base, which often is an indicator of higher complaint volumes.

Hallmark might be an option for drivers who are in need of non-standard auto coverage, but most standard drivers will find that rates and coverage are better elsewhere. Hallmark’s somewhat confusing website and lack of detailed information makes it difficult to recommend them even to higher risk drivers.
If you are having trouble finding insurance coverage, this is a company that might fall on your radar. For most people it is best to look elsewhere.
