AM Best Financial Rating – A++

AM Best grades the financial stability of insurance companies. If the insurance company you’re considering doesn’t get a good grade, you should cross them off your list. A bad grade indicates the company may not be able to pay claims.

The whole reason you have insurance is for the possibility of making a claim.

They also give a grade for the company’s financial outlook. USAA received the highest grade, A++ (Superior) and their outlook is stable.

Better Business Bureau – B-

USAA is not accredited with the Better Business Bureau (BBB). Part of the reason behind USAA’s less-than-stellar rating with the BBB is two recent government actions against the company.

In the issue of The Bureau of Consumer Financial Protection Office verses USAA, it was found that USAA violated the Electronic Funds Transfer Act.

USAA entered into a Consent Order following The Comptroller of the Currency verses USAA. The Comptroller of the Currency alleges that USAA did not implement and maintain an effective risk management program.

These are two major actions showcasing USAA’s lack of compliance with the law. In both cases, USAA has implemented the required actions to enter into compliance.

Moody’s Rating – Aaa

While Moody’s gave their highest financial rating of Aaa to USAA, they changed the outlook from stable to negative. This change is based on USAA’s recent lack of compliance in implementing a risk management program.

Even though this government action was against the banking division of USAA, its repercussions can be felt in all divisions of the company.

S&P Rating – AA+

Standard and Poors handed out an excellent financial rating and a stable outlook rating to USAA. This is good news for the company as other credit rating agencies’ outlooks aren’t so good.

NAIC Complaint Index – 0.74

The National Association of Insurance Commissioners (NAIC) collects insurance complaint data and publishes it each year. In 2017, USAA’s complaint index was 0.74. With a national median index of 1.0, USAA came in with quite a bit lower complaint statistics than the median.

Fewer than average complaints is always a good sign for an insurance company.

USAA can’t make everyone happy. No insurance company can. But if a company consistently receives a high ratio of complaints, that’s an indication of a real problem and unfair treatment of customers.

JD Power Score – Five out of Five Stars

In a claims satisfaction study, USAA earned five out of five stars. Erie Insurance is the only company to score higher than USAA in this study.

Each year, JD Power also collects data and uses that to assign car insurance companies an overall customer satisfaction rating. In 2019, USAA received the highest score for overall customer satisfaction in every region except the Southeast where they came in second.

Consumer Reports – 95 out of 100

Consumer Reports rated USAA 95 out of 100 which is the second highest score. The score is based on

Consumer Affairs – One and a Half out of Five Stars

Consumer Affairs ratings tend to be lower than anyone else’s ratings. They are based on customer reviews. Customers with normal experiences usually don’t write reviews. However, when a person is upset, they look for places to blast with their story.

Even still, USAA performs lower according to Consumer Affairs than many of its competitors.

Company History

USAA started a bit differently than the typical insurance company. Most car insurance companies began when a business decided to sell insurance for automobiles. It’s pretty obvious that that is how you’d start a car insurance company.

In 1922, 25 army officers were unable to find car insurance. They were viewed as too high of a risk to insure because they were in the army. Those 25 men came together and decided to insure each other as a mutual group.

Not long after, they sold their first policy to another officer, and in 1923, they began offering policies to officers of the Marine Corps and Navy.

In 1924, they changed their name from the United States Army Automobile Association to the United Services Automobile Association, as it is still called today.

Market Share

Over recent years, USAA’s market share has been creeping up on six percent.

It is remarkable that USAA is the fifth largest private passenger auto insurance provider in the country and their market share is growing even though they only offer policies to members and former members of the military and their dependents.

Business Model

They are member-owned. This business model is a huge benefit to their members because instead of having to answer to shareholders, they answer to their members.

They have very few physical offices, so most interactions happen over the phone or online.

USAA focuses on making their ads sincere because they believe their client-base (military) will see right through something fake.

In 2008, retired military became eligible for membership, and, according to USAA’s website, in 2009, “all men and women who are serving or have honorably served in the U.S. military — and their families — become eligible for membership.”

With this new, much larger client-base, USAA began a successful marketing campaign and also became the main sponsors of the Army-Navy football game.

With strategic marketing practices, USAA was able to achieve equal exposure as other insurance companies while spending significantly less on advertising.

Community Service

USAA is committed to serving the military, not just through their member services, but also through grants and volunteer hours supporting their national focus and local focus.

Their national focus is military family resiliency and includes these aspects:

  • Financial Readiness for Military Families
  • Fulfilling Careers for Veterans and Military Spouses

USAA’s Position for the Future

Before the two recent government action against USAA and their subsequent settlements, USAA had no negative outlook. These issues, however, have added some unknown to the company’s future position.

Moody’s ratings changed its outlook for USAA from stable to negative. Other rating companies’ haven’t changed their future outlook rating for USAA.

USAA has settled the government actions and is participating in making the mandatory changes as part of those settlements.

The company is the fifth largest insurer of private passenger automobiles. Their current financial standing is universally rated as excellent. These current problems, if addressed properly, will likely serve as a hiccup that will be forgotten within a few years.

Four states have outright banned using credit scores to determine insurance premiums: California, Hawaii, Massachusetts, and Michigan.

Michigan is the latest to join this list, and its law isn’t effective until July 2020. The opponents of the new law fear that although credit scores are not allowed to be used, credit reports will be used to determine rates.

Interestingly, USAA does not have a telemetrics-based option and discount. Most companies have a program where you can opt to have your driving habits monitored and then become eligible for safe driving habits discounts.

Canceling Your Policy

The good news is that if you have USAA car insurance and decide to switch providers, you won’t be penalized. They do not have a cancelation fee, and any unused premiums will be returned.

We just looked at the premiums written for 2017. With that amount of money coming in, and a loss ratio of roughly 80 percent, USAA paid out about 10.5 billion in customer claims, leaving them with about 2.6 billion for operating costs, overhead, and everything else.

So, what’s different about USAA?

  1. I worked for the U. S.
    Army for 33 years before I retired at 56 with a FULL retirement (FERS system).

    I selected USAA to rollover my Thrift Savings Plan funds into a retirement income annuity. Since I did my full time before retirement I am not liable for the 10% IRS penalty for early withdrawal.

    The first couple of years USAA issued my annuity with that condition exempting from that.

    This year they claim they implemented a “new system” and because of that alone, they are now saying I am NOT due that condition AND that they cannot verify my years of service!!!

    They offer no option to redress this in house and say I need to consult a tax professional.

    I still have my DD214 and other documents proving my years of service, but they demonstrated no interest whatsoever in the verification of my years of service.

  2. It is no longer sunny in FL when it comes to USAA. I am appalled at USAA’s refusal to validate its rate hikes in FL. They say they want to ensure that there is enough money to cover future losses. They will tell you it is about your individual risks but they refuse to show you how you are a risk or how to fix it.

    They rely on a report provided by a third party (Lexus/Nexus) that provides an insurance score. The report also includes some of your credit information. USAA refuses to provide the score or information provided to them about you (which I believe is in violation of the FCRA). USAA executives have stated that they have enough cash to handle 2 (1 in 500 year) catastrophic storms. Don’t forget that these large storms are mostly reimbursed by re-insurance companies that insure the insurance companies.

    I had obtained documents from the Office of Insurance Regulation that did not support the rate hikes provided. When asked about the documents and inflated rate increases, they still refuse to provide any documentation to support them.

    In the past I would have recommended USAA to everyone, I no longer would recommend USAA due to their deceptive practices. Thank you for taking care of the military community by pushing us out due to your excessively high rates and increases in FL.

    For a company that gives double-digit bonuses every year to its employees and executives (who get additional bonuses), you give very little back to the individual member. Way to become one of the greedy, like many other companies.

  3. USAA Roadside assistance left me sitting on the side of I-15 for 4 hours today.

    Despite my pleas for help and letting them know I did not feel I was safe (why bother to ask the question if you aren’t going to do anything about it – Seriously!! It was insulting.). They kept offering to call 911. 911 couldn’t help me in any way, shape, or form, except to call me a tow truck, which I was capable for doing for myself, but I had already paid USAA to take care of me (too bad that didn’t happen).

    I found out that I was in no way a priority.

    Customer services provided continual updates, and were great from that standpoint, but, it took them four hours to get me help. Doesn’t that seem beyond the pale in unresponsiveness?? 4 hours??? Seriously USAA???????????

    This was a very frightening experience for me. I can’t even begin to account for how many close calls I had. One trailer came within millimeters of taking me out.

    I feel like I would have been much better off without roadside assistance than waiting for USAA to perform. Had I not been waiting on them to do what they were suppose to do, I could have had this matter resolved by myself (and at my cost, which is why I didn’t, since I’m PAYING for their lack of service) within a half hour. Once the tow truck arrived, he resolved my issue in, no joke, under 10 minutes. I was fixed up and back on the road. It is unfortunate that it took them 4 hours to get someone out to me that could help. I’m very, very disappointed in USAA, and I truly feel like I’m not valued as a customer, let alone a person.

    I’m very displeased at the lack of respect for both my time and money (of which I will not be giving them anymore). I pay them to protect me, and they didn’t, on two separate occasions now, I was left to fend for myself.

    I would avoid USAA like the plague. They used to provide stellar customer service, however, my last two experiences with them say they have changed and become a cut-rate insurance company. Do yourself a favor and steer clear of USAA at all costs!!

  4. Total ripoff. Overstating property value by more than double to increase the cost of the homeowners policy, the auto policy was double that of other company.

    On May 23, 2018, my car (2008 Ford Mustang), was struck in Jacksonville, FL.

    The driver of the other vehicle was charged with running a red light and was insured by USAA. No charges were made against me.

    USAA was notified by both parties on that day and USAA reported that they would handle the claim.

    Since that phone call, I have tried contacting USAA several times and left several messages, and they have not returned my calls. They have neither sent a claim adjuster to review the damages nor have they made an offer to repair the damages.

    My out of pocket costs for the repairs will be $9,200 when the repairs are completed. I have been without a car for over a month.


    USAA should not be allowed to sell insurance in the state of Florida.

    • July 15, 2018… Update
      I am making a formal complaint about a claim I have with USAA Auto Insurance Company.


      On May 23, 2018, my car (2008 Ford Mustang), was struck in Jacksonville, FL.

      The driver of the other vehicle was charged with running a red light and was insured by USAA. No charges were made against me.

      USAA was notified by both parties on that day and USAA reported to that they would handle the claim and issued a claim number.

      Since that phone call, I tried contacting USAA several times and left several messages, and they did not returned my calls. Neither did they send a claim adjuster to review the damages nor make an offer to repair the damages.

      After reporting USAA to the Better Business Bureau on June 24, I received an email from the Office of the CEO at USAA (on the evening of June 26) requesting my USAA claim number. That information was emailed on the morning of June 27. Since that time, I have been contacted by several people at USAA (by voice messenger). I returned their calls shortly after I received them, but none of my voices messages were returned to discuss my claim.

      On July 6, I was requested to resend the estimated cost of repairs and photographs of the damages, which on did on July 6.

      Seven weeks after the accident, my repairs were completed on July 12, and I paid the repair shop (which is on USAA’s approved list of approved repair shops) $9,259. On July 13, USAA’s Total Lost and Salvage Claims Division notified me that the value of my car was worth only $5,639 and they would be willing to pay that amount if I gave them the title of the Mustang.

      In Summary

      It took USAA over 7 weeks to notify me what portion of the damages they were willing to pay. I waited nearly 3 weeks before I started the repair work, and the Mustang was in the garage for nearly 5 weeks for repairs. After over 7 weeks since the accident, USAA finally prepared an estimate, as to what they were willing to pay for the collision. During that 50 day period, USAA neither made an offer for a car rental nor to offer compensation for the inconvenience of not having the use of a car for 50 days.


      USAA should not be allowed to sell insurance in the state of Florida.

  6. I thought I made a good decision switching from State Farm. Late December I had to file a claim. Liquid messed up the wiring in my Camry. After New Year’s I dropped it off to get fixed. It SAT for weeks!!! The service advisor at the dealership and the appraiser kept claiming the other wasn’t answering the phone, didn’t get total cost breakdown. Yet I wasn’t updated that it wasn’t being fixed. I had to pay out of pocket for a rental before the damage was “approved.” I had the rental for weeks and had to go to the dealership MYSELF to get the paperwork and email it to the appraiser who never said anything back to me but told USAA the info still wasn’t adequate. So after another weekend, I call USAA frustrated, wanting to speak to a manager and complain. I was told the check was sent out (on a Sunday….idk). That it would be received in a few days and repairs shouldn’t take long.
    Later in the week the service advisor called and said the car was done but they still hadn’t received a check! ANOTHER weekend passed and today the RENTAL car company called me saying USAA called them at 5 pm to tell THEM (not me) that my rental wasn’t covered beyond the previous Monday…..WHEN THE CAR WAS STILL BEING WORKED ON. So I’m told, return the car by 6 pm, at rush hour in Atlanta. Seriously. I hop up, get to the dealership. Service advisor has to leave, he’s off. The person who deals with the checks is gone as well AND they can’t release my car because the check still wasn’t received and they can’t release it without at least having half.
    I had a breakdown when I left. I’m crying down the highway, anxiety through the roof. Emotionally drained over this whole issue.
    THIS whole month-long ordeal is causing me so much stress. I have to pay the deductible, can’t take the rental out-of-state, can’t really do anything. It’s stopping me from doing a lot. Plus I can’t afford a rental on my own right now, I don’t make much. So I will have to be without a car until everybody gets it together. First I was doing appraiser duties for free and I’m the one having to suffer. I hate that I have them and will try to reach corporate because half of how my claim was handled, does not even seem legal.

    • USAA is a deceitful, no good insurer. One of their insured’s vehicles damaged my car in a traffic accident and they won’t pay my claim. What a junk company. I’m letting everyone know.

      • Yes, USAA is deceitful and they have a terrible claims department that is totally non-responsive to its insureds.

  7. So much for my 29 years with USAA. I have been with USAA since 1988 and I would say something major changed about 8-10 years ago. The manner of service definitely went south and I let them know thinking they would want to correct their manifesting shortfalls. well…after another 10 years of increasing rates, excuses, bad service and sometimes rude service I reluctantly am learning that loyalty to USAA is disappointing. I have never mad a claim so I don’t have first hand experience to how they perform, but I have heard stories. I changed auto insurance about 6 years ago when Geico saved me $500 a year with better coverage. This year they raised my homeowners insurance $200 and my attempts to discuss trying to come close to other companies…lost the call, didn’t get called back and when I called back I had to start all over again. They tell you how wonderful they are and say their policy is to return the call…but that has never happened, in my experience.
    The bottom line is if they don’t care about their cash cows of almost 30 years without paying out a dime in claims…they just don’t care. We service members learned a different work ethic than they practice today, I will take the Auto insurance savings with Geico, and the $400 savings on Homeowners the Farmers and save $800 per year!

    • Your story sounds too familiar. I have had a very sour and similar experience with USAA concerning their customer service. It seems to have changed during the past 8-10 years. I was hit broadside by someone who ran a red light a couple of months ago. I ended up getting the police report for USAA because they said they were so busy they did not know when they would get to it. I did not get a phone call from the adjusters; it has been up to me to make all of the phone calls. In fact, I called three weeks after my truck was in the shop to see how much longer it was going to take to fix it, only to find out that they were not working on it. The day after they took it in, USAA reviewed it and said it was a total loss and not to work on it. NO ONE called me, said a word about it; nothing. Now I am being low-balled on the value of an extremely low mileage vehicle the mechanics said was in good condition. I cannot get calls returned, cannot get any service, cannot get value for my truck, BUT they are quick to tell me I need to turn in the rental car.

  8. We applied for an online quote for Homeowners insurance on our property. We received a quote $560mth. This was 5 times higher than quotes from other companies. So we called to confirm and after a few disconnects we spoke with a licensed insurance agent. Seems like every question I was put on hold. After about 30 minutes on the phone they said they could not provide us with homeowners insurance because we were renting out a part of the home to seasonal vacationers.
    So our search continues.

  9. What a terrible company. I was rear ended and my car and driver that were covered by USAA. My car was badly damaged and just ‘drivable’ enough to get it home (rear end, lights and muffler smashed). USAA would only pay for a rental from the time their recommended shop ‘began work’ on my car. Their shop couldn’t start work for 10 days, so I brought it to my shop who started work right away. My shop and USAA are in dispute over damage amount, so two weeks in, my car is still being repaired, and USAA just stopped paying for my rental car. I have used my shop two other times with my insurance provider (deer hits) and my provider and shop worked great tother and for me.

  10. I have had the worst experience with my auto claim with USAA. They have not paid for my rental car which was over $800.00 and they have only paid for 90% of my auto repairs. The body shop had to fight them to get them to pay that much. I am at this point out about $1600.00 and I may have to eventually go to mediation to get this resolved. They are very uncaring and are bad about returning phone calls. I have even spoken to management and have not gotten any resolution.

      Everything you say sounds very familiar. My wife and I battled USAA for nearly a year to pay a relatively modest water damage claim after the water heater in our condominium burst and damaged the ceiling in the unit below us. USAA looked for every excuse not to pay the claim until we threatened to sue them for “bad faith.” My wife and I had been insured with USAA for more than 30 years since I was a Lieutenant in the Marine Corps. The claims department is horrible. They treated us (their insureds!) like criminals as if we could not be trusted to tell the truth. My wife and I were forced to advance the repair costs so that our neighbors’ unit could be repaired. USAA did not reimburse us for over ten months. Needless to say, my wife and I canceled all of our policies with USAA (home, auto, and umbrella), canceled our USAA VISA credit cards, and moved our two retirement CD’s to another financial institution.

      My advice to anyone considering USAA is to look elsewhere. They’re crooks!

  11. You should check more carefully. USAA used to be this way, but over the last few years it has changed significantly. Including dropping guaranteed renewal. Now it is basically like any other insurance company. In the past when I would get cold calls to try a new insurance company I could just say I had USAA and that would end the call. Not anymore. I been looking around and I will probably change carriers when my renewal comes up.

  12. USAA is a lousy, dishonest, and horrible company. My wife and I had home and auto insurance with USAA for 34 years (we first purchased the insurance when I was in the Marine Corps). Eighteen months ago, we suffered our first liability loss when the water heater in our residential condo burst and caused water damage to the two units below us. Total damage was about $13,500. USAA never disputed that our homeowners’ policy covered the water damage, but the adjusters kept looking for every excuse not to pay the claim. This forced my wife and me to pay for the repairs ourselves. It was only after my wife and I threatened to sue USAA did USAA’s lawyers confirm that their adjusters were 100% wrong and my wife and I were 100% right. We were ultimately reimbursed by USAA, but it took a full year!

    Also, during the first Iraq war in 1990-91, my Marine Corps reserve unit was activated. I had an existing life insurance policy with USAA for $100,000 and I asked the company if I could increase the limits to $200,000 to better protect my wife. USAA said no, that they were issuing no new life policies and freezing all existing life policies because of the pending war. What a great company. USAA promotes itself as the insurance company of military members, but it’s a total lie. They don’t give a damn about military members, just their bottom line. Fortunately, I was able to purchase a $200,000 life policy with Armed Forces Benefit Association just before I was deployed overseas. They had no problems issuing the policy.

    My advice to any military member would be to stay away from USAA. They are a company of thieves.

  13. USAA used to be a good company years ago, now they just exploit veterans and make false claims that they help veterans. I priced their car insurance and they were almost twice as much as Geico and Progressive, even more than State Farm and Allstate. They also will not write a homeowners’ policy in my area. When I called to ask the person I spoke with acted very surprised, good acting skills.

    It seems that USAA has become just another greedy company preying on the “support our troops” popularity. Don’t be scammed.

  14. I am a contractor that specializes in roofing, siding and windows. I have been involved in numerous claims with USAA insurance and have found a disturbing pattern of abuse of power by not only their company but their adjusters. They refuse to deal with a contractor and most of the time will error on the side of the insurance company when there is damage. You would think that a company that insures our veterans would treat them with some respect. My son is a veteran of three tours in Iraq and put his life on the line just like all of other veterans both alive and dead. Wake up and smell the coffee this isn’t just about making that money it’s about treating the people that give this great nation the opportunity to be free to make this money, with respect and honor.

  15. This company was garbage.

    I had them as my insurance company. I went off to Iraq during in Dec before the invasion, was there during the invasion through May. Had automatic payments set up.

    Returned to have had them dropped. They claimed they sent me letters stating that although I was set up on auto renewal, they dropped me while I was in the war zone and unable to communicate at all and refused to renew my insurance.

    I had to get new insurance as a non-renewing insurance holder which costs more.

I carry both auto and property insurance policies with USAA – which are competitive but after waiting over a month for the underwriting process on a life insurance application they tried to stick me with a rate nearly double the original estimate due to some insignificant factor… I think their underwriter employs this tactic to gouge veterans. I got the same coverage at another major insurance company for half USAA’s rate… hope other vets are careful to check other rates before they are ripped off too!

  17. USAA applied payments from another insured to my account for 6 months now wants me to make up the $75/month difference ($375) based on calling me and making a request of me. I’m on my 6th call to USAA, have requested a detailed statement covering the last six months and am getting the run around each time. Supervisors are never available when I call. USAA may have had excellent service in the past, but no more. So disappointing for a company with which I’ve had insurance for 30 years.

  18. I’ve been a member of USAA for about twenty years. I have trusted them, hands-down, with all sorts of issues and transactions. NO MORE! After a bad experience with homeowners insurance claims, I started looking. I changed auto, homeowners, rental (I have two rental homes) and even got an umbrella policy with another carrier for $2500 LESS PER YEAR. USAA is not the place to get insurance. I feel I’ve been ripped off for so many years.

  19. I thought your comments about USAA potentially not being able to maintain their high customer satisfaction rates was interesting. I have had USAA for almost 10 years, and I am ready to kick them to the curb. I found this site researching alternatives to replace them. After two accidents that my wife has been in where she sustained whiplash injuries, we have found their PIP coverage misses the mark. (We have gripes about the at-fault parties’ insurance companies not taking responsibility for their insured’s actions and necessitating the use of our own PIP coverage in the first place, but that’s a whole other story) I think it’s important to note that USAA subcontracts review of PIP claims to a 3rd party company, Auto Injury Solutions. Other aspects of the claims which USAA seemingly handles entirely in-house, such as auto repairs, have been outstanding in my opinion. Regarding the PIP, they seem to be about 90% good about reimbursing claims for the first few weeks, then they start denying everything. Their explanation is that there is no objective evidence to suggest continued treatment is necessary beyond the statistical average healing times and/or that the type of treatment is not necessary considering the nature of the injuries. However, I have seen the charts my wife’s physician has submitted to insurance and each visit notes contain observable and measurable data describing the progression of healing since the last visit, the evidence he wants to see to consider her fully healed, and what he is prescribing for treatment to work towards that fully healed milestone. Not being a medical professional, but possessing a strong attention to detail and willingness to do some research, I have been dumbfounded at the incoherent and incorrectly applied rationale for denying claims. I have been successful in securing reimbursement for a limited number of denied claims (typically the 10% denied in the initial weeks of treatment) but they seem very adamant to deny any treatment beyond what they believe to be the statistical average period to heal, against all case-specific logic and reason that is well documented and supported in the physicians charts. I personally believe they have a cost target that are trying to stay under for each PIP claim, and what they will reimburse is based on meeting or beating that cost target, not making the insured whole again. “We’re there when you need us”, they say…yeah, not so much.
