As the name would suggest, CSE caters to public employees and civil servants. Among its target market are postal workers, firefighters and police officers, but since 1980 the company’s offerings have been available to the general public. Today, anyone can obtain coverage through CSE.
The company offers policies in the following states: California, Utah, Arizona and Nevada.
CSE sells private auto insurance for individuals and families. Policies include standard coverages like liability, collision and personal injury protection, with optional rental reimbursement and roadside assistance available. The company offers discounts for good students and safe drivers, customers who stay with the company for several years, or who insure multiple vehicles through the company.
CSE sells insurance for homes and condos. It also sells renter’s insurance, which protects an insured’s personal belongings but not the structure of the rented property.
A standard homeowner’s policy through CSE protects against common perils such as fire, vandalism, hail, and windstorms. It does not cover earthquake or flood damage, you would need to purchase alternative coverage for those perils. A standard policy will cover the home and related structures as well as your personal belongings and some limited liability protection. For an additional fee, you can add more protection to the policy for identity theft and equipment breakdown for things like your appliances.
CSE also sells insurance for landlords and umbrella policies for more thorough liability protection.
CSE sells commercial property insurance to small businesses, particularly for rental properties like apartments. It also offers property insurance to office buildings. Commercial property insurance is available only in California and Nevada at this time.
Aside from commercial property insurance, CSE does sell some limited business liability plans. These include protection against personal injury and operations liability. Overall, though, the main focus of CSE’s commercial plans seem to be on property rather than liability.

Since CSE does sell policies directly to consumers, the “Get a Quote” feature is prominently displayed on the company website. The online quote request form is sleek, with five brief screens to fill out before receiving an estimated premium total.
Our rate quote revealed that CSE is quite affordable for auto insurance, coming in at 16% below the average when using our standard drivers profile.
The claims section of the Civil Service Employees Insurance website is apparent on the menu bar at the top of the website. There are separate forms for auto and property claims, however the “Claims” process appears to be straight forward and simple with all of your information available.

CSE Insurance is not accredited with the Better Business Bureau, however it does have an A+ rating on the site. There are only two complaints listed, one of which was closed in the last 12 months.
There are a total of 33 reviews listed on Yelp, bringing its overall rating to 3 stars. The negative complaints were largely geared towards poor communication on CSE’s end. Interestingly, the majority of negative reviews are for property insurance; there were significantly fewer complaints about auto coverage.

Civil Service Employees Insurance seems to be a fairly solid company with low rates and standard coverages. It’s geographically limited, so drivers in other states will need to look elsewhere, but it looks as though it could be a good option for someone living in the West.
